RCH Camps

Reproductive and Child Health(RCH) camps, which are popular as Parivar Swasthya Sewa Divas (Family Health Day) organized at CHCs and PHCs, provide an opportunity to integrate the efforts of providers and increase access to reproductive health services. Each camp includes a gynaecological check-up, child examination and immunization, family planning counselling and services and transportation for sterilization clients.

Though sterilization camps have been part of the family planning programme for many years, these RCH camps are different in that they:

Provide assured services as per a pre-determined calendar
Combine benefits of rural outreach and high quality services
Provide an array of maternal, child health and family planning services under one roof

The organization of camps involves detailed planning relating to publicity, manpower deployment, camp arrangements, and post-camp services including transportation, availability of consumables and medical equipment. Each camp is scheduled in advance and publicised. Specially designed banners and handbills promote them as Pariwar Swasthya Sewa Divas. In rural areas, playing attractive jingles on audio cassettes carried around in hired rickshaws or vehicles spreads the word. Since most of these camps are in remote rural areas, the availability of a team of surgeons, anaesthetist and female gynaecologist has to be ensured from the district level. Enhanced budget for maintenance and fuel for vehicles is provided so that an adequate number of vehicles can be deployed to transport doctors to RCH camp sites and sterilization clients to their homes. SIFPSA has also provided funds for purchase of bleach, antiseptics, gloves, medicines and laparoscopes for use in these camps. Deputy CMOs monitor these camps regularly.

This integrated approach of providing maternal, child health and family planning services is found to be more cost effective and also convenient for clients. SIFPSA has funded 60,148 camps over a 'eight years' period from 1998. On an average, 100 clients attended each camp and more than half of these accessed integrated MCH services. In many districts, more than 46% of the sterilization procedures have been performed in such camps, which indicates their success and popularity. Assured availability of services at these camps along with orientation of the Pradhans to these services is also helping raise community awareness about reproductive health and mobilizing institutional support for them.

From September 2006 onwards, funding for RCH camps is being done by Health Directorate, GOUP, under RCH-II programme. SIFPSA has been monitoring these camps through Deputy CMOs, PMUs and Head Quarter Officers, using a standardized check list since October 2007, to improve quality of services provided. On the bases of monitoring reports, feed back was given to CMOs on monthly bases to take action for improvement in future camps. Mid-term and endline analyses of reports was also done and report submitted to DGFW & Principal Secratry MH & FW for action at their level.
