In order to achieve the
objectives of the IFPS Project, a multi-pronged need
based approach were adopted keeping in mind
available resources in formulation of Project
strategies. Some of the major successful strategies
implemented by SIFPSA are discussed below :
Evolving partnerships with NGOs for community
mobilization and with networks like dairy
co-operatives, ISMPs and the employer sector, was a
major innovative strategy of SIFPSA. Synergistic
partnerships with government organizations and
health institutions have also been developed to
improve effectiveness in health service delivery
system.
With the aim of integrating resources available in
districts in both public and private sectors and to
put them to use according to local needs and
conditions, SIFPSA has adopted the strategy of
decentralization of RCH activities through district
action plans (DAPs) and put in place a district
level societies (DIFPSAs) to over see them.
Innovative interventions of the IFPS Project were
first implemented in selected districts as pilot
projects. This was followed by evaluation of these
pilots and finally scaling up of successful
interventions and their replication in other
districts.
To promote integration of efforts of providers and
increase access to reproductive health services at
rural government clinics SIFPSA has developed an
innovative RCH camp model. These camps were held
periodically with adequate publicity, manpower,
equipment, transport facilities and other required
arrangements for providing the complete range of
reproductive and child health services to the
clients. RCH camps have turned out to be more
cost-effective as well as convenient method for
quality service delivery to the clients.

Skills Development
Training |
Training is an important component in SIFPSA
strategy. A series of training packages were
developed for changing attitudes and improving
skills of the service providers on various aspects
like counselling, inter personal communication and
clinical skills.

Infra-structure/Clinical Facilities |
District Post Partum Centres (PPCs), Community
Health Centres (CHCs) and Primary Health Centres (PHCs)
are being renovated and provided with equipment and
consumables to improve the quality of services
available there.
In order to increase demand for family planning and
maternal and child health services, an IEC strategy
has been developed and implemented by SIFPSA. A
statewide contraceptive marketing programme was also
implemented to ensure availability of priced oral
contraceptive and condom brands in rural areas.

Performance Based
Disbursement (PBD) System |
A unique strategy of the IFPS Project is its
performance based project funding system wherein
funds flow on achievement of certain predetermined,
verifiable indicators of performance called
benchmarks.
Another significant aspect of the IFPS Project was
technically assisted by the Cooperating Agencies (CAs)
of USAID. CAs are organizations with recognized
capacity to provide technical support to USAID
projects world-wide. CEDPA, PRIME-INTRAH, JHU-PCS,
The POLICY Project - The Future Group International,
CMS-DTT and Engender Health, all US based agencies,
provided assistance to the IFPS Project during
phase-I.
